Resumo: Moral harassment is a serious violation of human dignity and the fundamental rights of workers, including the right to work and health, under the terms of the Constitution of the Federative Republic of Brazil of 1988 (CRFB/88). This abusive conduct, marked by humiliation and psychological suffering, goes beyond the orders inherent to the hierarchical relationship, being identified in different sectors of society, including in the academic environment of Higher Education Institutions (HEIs). Given this scenario, it is crucial to investigate how this practice affects the psychopedagogical and relational aspects in courses at the Federal University of Ceará (UFC), as well as managing the policies for dealing with harassment demands in the academic environment. Those responsible for administration, at all levels, must be fair, ethical and up to date with the best public, people and process management techniques. In this sense, at a national level, the application of policies to prevent and combat sexual and moral harassment was determined, which have been gaining strength with the commitment and adherence of public and private bodies, especially from 2023, as a result of Convention 190 of the International Labor Organization (ILO), with the coordination of operational audits to evaluate the performance of the system for preventing and combating harassment in the workplace. Thus, the research aimed to analyze, from an institutional perspective and the power relations existing in the institution, the effectiveness of management policies to prevent and combat bullying implemented in the internal structure of the Federal University of Ceará. As specific objectives, we sought to analyze the occurrences of moral harassment in the institution under study; identify existing management policies related to bullying; study the management measures implemented to combat harassment; investigate the support mechanisms offered by the institution in cases of moral harassment; manage policies for handling moral harassment demands. To this end, applied research was carried out, of a qualitative and quantitative nature, with a case study design focused on the UFC academic environment, allowing the analysis of the context, characteristics and repercussions of moral harassment in this environment. Data collection was carried out through bibliographical survey and documentary analysis, using information from books, scientific articles, institutional documents and standards related to the topic, with the aim of investigating the effectiveness of management policies aimed at preventing and treating bullying at the University. For this, a method with five research stages was applied, which allowed us to conclude that there are flaws and inconsistencies in the current institutional regulations and limitations of the management system.
