Resumo: The seafronts are constantly modified by the actions of producing agents that transform the space throughout history for multiple purposes and in the contemporary world currently with emphasis on those that are part of the real estate circuit and tourism. In the city of Fortaleza, since the 1970s the expansion process of verticalization front the sea has been intermediated by public and private agents, among which landowners, developers, construction companies and entrepreneurs in the tourist hotel sector stand out. Public departments interfere in this process by changing regulations on land use and occupation, urban infrastructure and urban interventions included in plans and projects. The actions of these agents cause the abrupt transformation of the coastal space. The present work aims to understand how public and private action interfered in the forms of use and appropriation of the urban soil and also in the alterations of the patterns and real estate typologies in the portion of the waterfront that includes Praia de Iracema, Meireles and Mucuripe. For this, the actions and articulations between the active agents in this process will be identified and analyzed, considering the political, social and economic context. The theme of this research takes into account specific aspects, such as urbanization, urban planning of the city and public-private partnerships; aspects that induce the valuation of social practices in the coastal space, which refer to the diffusion of modern maritime practices, the hygienist discourse, vacationing and real estate valuation in front of the sea. Through bibliographic surveys; analysis of urban legislation, master plans and urban projects, historical photographs and cartographic plans; field visits; acquisition of data and composition of cartographic maps, this work demonstrates the historical process of urban transformation on the edge of Fortaleza.
