Resumo: The function of the public power is the achievement of the common good, which is materialized by the attendance of the necessities of society. In Brazil, the Federal Constitution (CF) of 1988 established an important rule to the public power related to the provision of education and welfare to the population, establishing a minimum of obligatory investment in these areas of public acting. In the year 2000 emerges the Law of Fiscal Responsibility (LRF), which has the objective to limit the eventual excesses of improper outlay of the public management and to limit the outlay with staff and the level of indebtedness on the Public Administration. Beyond the release by the own public management of the budgetary execution and the results of the undertaken actions, social and economical indicators have been used to measure the degree of development of cities and regions. The present study has as an objective to analyze the influence of the fiscal management and the social investment on the socioeconomic development of the Brazilian cities with more than 100 thousand inhabitants. It is a descriptive research, of predominantly quantitative nature. Was used a sample composed of annual observations of 156 Brazilian cities on the period of 2008 to 2013. Was made a test comparing the averages and estimation of econometric model to evaluate the explanatory factors of municipal socioeconomic development. The main sources of data from the researched cities was the annual reports of fiscal management and municipal development of the FIRJAN system, the annual reports of budgetary and fiscal management of the cities, divulged by the Secretary of the National Treasure (STN), and the reports of the Brazilian Institute of Geography and Statistics (IBGE). The variables of the research contemplate the socioeconomic development of the cities, the investment on education, the investment on welfare and the fiscal outlay, including some characteristics of the cities, like population, gross internal product (PIB) and municipal area. The results indicate that, in general, the fiscal management and the investment on welfare influence on the socioeconomic development of the Brazilian cities studied.
