The transparency and efficiency of public administration are increasingly demanded by society. In the 1970s, the global scenario proved to be very turbulent, and many facts characterize this era in this way, such as emergency globalization, the global economic crisis, the crisis of governability and the fiscal crisis, all of which led to the weakening of state power, the scarcity of public resources and the advancement of an ideology of privatization. These changes set up a new context that encouraged public administration reform in several countries, resulting in the rise of the managerial model implanted in the public sector. In line with this scenario, Controllership entered into public agencies in order to coordinate efforts with the managers to achieve an optimal overall result, and to effectively ensure the legality, impersonality, morality, transparency and efficiency of the institutions. In this new paradigm of governance, the Municipality of Fortaleza (PMF) established by Law no. 8608, December 2001, the General Controllership of Fortaleza (CGM). With the creation of this new position, inquiry has arisen regarding its performance, which has thus begged the following question: what is the contribution of the activities of the General Controllership of Fortaleza, in the context of city government? This work aims at analyzing the activities of the General Controllership of Fortaleza, in order to enhance the position’s contributions to the effectiveness of Municipal Administrative Management. Research can be defined as exploratory and descriptive; the research, which included literature and field research, was conducted through case study and involved applying self-administered questionnaires to managers of the municipal government of Fortaleza. As per the nature of the data, the research appears as qualitative. The survey results showed only 7% (seven percent) of total agreement for the claim that CGM is ensuring efficiency, effectiveness and legality of the use of resources and provision of public services, and only 33% (thirty and three percent) of agreement for the assertion that the role of CGM in Bodies and Secretariats has been carried out on a regular and structured basis. Therefore, it concluded that the contribution of the CGM municipal administration is still incipient, given the potentiality of a Controlling Government in the administrative context of the state. |
