The objective of this dissertation is to understand the participatory arrangements within the process of updating the Integrated Management Program (PGI) of the seafront in the city of Fortaleza (Brazil), through the socio-spatial cut of Poço da Draga, a community located in the vicinity of Praia de Iracema and Center. From the articulation of concepts that elucidate the field of evaluation of public policies, especially urban public policies. As well as the need to investigate the strengths and weaknesses arising from the institutional frameworks of Brazilian urban policy that promote participation. Accordingly, these relationships have assumed limitations and ambivalences within the spaces of representation, that is, to elucidate how the State has acted in the mediation of conflicts and in the promotion of the right to the city. Thus, the methodological contribution that underpins this research is the result of applied social sciences, especially those from urban sociology and geography, thus constituting an evaluative research on the parameters of an evaluation that is hermeneutic and dialectical. For, understanding evaluation not as something more in relation to research, but showing its non neutrality, its academic-scientific character and its political character, thus favoring the understanding of society about itself, and the performance of political bodies -administrative authorities at the local level. Thus, the research resulted in the lack of more consolidated strategies for social participation, through mechanisms through which the population can decide together with the public power which actions must take place for an effective sharing of social rights and duties. |
