A implementação do REUNI na Universidade Federal do Ceará no contexto da contrarreforma da Educação Superior

Resumo: The Brazilian University underwent several changes arising from the governments and the economic policy in force, since it is inserted in the global context, and thus the changes resulting from capitalist production directly affect this institution. The main objective of this work is to examine the constituent elements of REUNI and its impact on the Federal University of Ceará, in the context of the counter-reformation of higher education. More specifically, we intend to analyze contemporary capitalism in terms of its social-productive transformations, and how these have influenced the current model of higher education; To examine the "reformation" of the Brazilian State and its consequences in the way the government began to manage universities; To situate the public university in the context of the counter-reformation, analyzing the adoption of REUNI as a strategy of massification of higher education, curricular flexibilization and precarious teaching. As a methodology, we used bibliographical and documentary research, aiming to have a global view about the most diverse analyzes and interpretations about the studied object. The studies indicate that the implementation of REUNI in the Brazilian Universities intensified the precariousness of the campuses, as they also modified the way of working of teachers and public servants, due to the increase in the number of students. At the Federal University of Ceará, academic units in the countryside of the state still suffer from a lack of adequate physical spaces, from the classroom to university housing. The Open University of Brazil had an important role in the expansion of vacancies, following the dictates of the multilateral organizations for higher education in the capitalist periphery. Finally, we understand that REUNI is one of the actions of the counter-reformation of higher education, in an attempt to adapt federal universities to the lean, pragmatic and utilitarian Higher Education Institution model, following the neoliberal model.
