The objective of this study is to evaluate the provision of education and health conducted by municipalities in Ceará 2010. To this end, we built the borders of availability of services, from technical Data envelopment analysis (DEA) for health and education services offered by the 184 municipalities in the state of Ceará. The data used were collected from the DATASUS INEP and IBGE, referring to perceived needs in each locality, and their offerings practiced. The results were analyzed in four scenarios: population size, meso, average household income per capita and political party. It was found that the population size, the location of the mayor and the party may bring differences to management services relating to health, while the average household income per capita was not as factor influencing coverage levels observed for this type municipal service. Still, there is the population size and the party of the mayor as decisive factors in the management of services related to education, while the location and average per capita household income were not significant differences in coverage for this type of municipal service. Finally, the deficits of health services showed higher levels on average those observed for education services. |
