Resumo: |
The main objective of this study is to analyze the relation between the minimum limits of spending on education and health imposed by the Federal Constitution of 1988 and the technical efficiency of municipalities in the spending of these resources to provide public services. To do so, it uses the methodology of data envelopment analysis to estimate the relative technical efficiency of the municipalities, in addition to a Tobit regression model to investigate the correlation between the expenditures in relation to the limits and the supplying efficiency of these public services by the municipalities of the State of Ceará. |
