Resumo: The “traffic” has been added to daily people’s life, silently and quickly. Knowing better this new reality is the first step for the change in people’s attitude before traffic in Brazil. The integrate of the Brazilian cities into the National Traffic System (NTS) since the end of 90´s transformed the Cities in an important social agent at contemporaneous scenery of traffic’s education. The spread of Traffic Executive Organs´ revenues put in discussion the new challenges of Cities action, requiring more professionalism in application of the collected means, in a social context which requires the Cities to produce and show the effective results of their actions. In front of this reality, the possibility of identify the factors capable of traduce this complex problematic of collected means application by Traffic Executive Organs is not a simple task. The majority of initiatives for it just fail, mainly by multiplicity of aspects that must be considered in problem’s treatment; usually the aspects which should be considered are omitted or despised resulting in simplifications which produce test structures incapable of represent the process reality. The present research intends to identify the relevant factors on decision making for the application of the collected means with traffic bills, second to sort of specialists visions and Traffic Executive Organs from Brazilian capitals. The identification of these factors was possible from the use of the Delphi Technique, which was carried through into 7 rounds of interviews with 12 specialists and application of a questionnaire next to the managers of 10 of the biggest capitals of the country. The final result of the research was the construction of the hierarchic structure of these factors and its respectives dimensions.
