Resumo: This study deals with the analysis of training and development of organizational skills in the Legislative School of the State Assembly of Ceará, called Superior School of the Cearense Parliament - UNIPACE. It seeks to answer the following research question: how does the training and development of organizational skills in the Legislative School - EL of the Assembly of the State of Ceará? Its general objective is to analyze the training and development of organizational skills of this institution. It also includes the following specific objectives: identify the roles and trajectory, decisions and actions that influenced the development of organizational skills of the Cearense Parliament High School - UNIPACE; map their organizational skills, as well as the process of training and development of these skills. For this, the literature review addresses the concept of organizational skills and the formation and development of these skills, as well as the emergence and development of the Legislative Schools - EL. The method adopted in this study has a qualitative, descriptive and exploratory approach of a single case study. This research made it possible to understand the order and sequence of events throughout the institution’s life cycle, pointing out a gradual evolution. When analyzing the history of organizational skills of UNIPACE this evolution is noticed, since in the first period analyzed it is only mentioned the competence related to train and qualify the servants, and in the second period also the skills related to developing teamwork, giving answers and being decisive and qualify the servants of Municipal Chambers of the Interior of the State and society are mentioned. Thus, it is noticeable the consonance of the competencies identified with the five institutional objectives established and available on its electronic page, being they: i) to train for leadership and innovation in public management; ii) promote programs for the permanent qualification of servants; iii) promote activities aimed at the development of society; iv) contribute to the improvement of the parliamentary institution in Ceará.
