The objective of this study is to verify the existence of a structural break in the series of monthly records of the Technical Responsibility Notes (ART’s) of the Regional Council of Engineering and Agronomy of Ceará (CREA-CE), between the years 2003 and 2017. This study is fundamental importance to serve as an aid in the strategic decision of the professional inspection companies, since the fall or increase in collection from the registration fees of the ART’s defines the direction of the administrative and financial management of the Regional Engineering Councils. The methodology used to identify structural breaks was developed by Bai and Perron (1998, 2003). In this work, it was observed that structural breaks are related to certain historical events, where the results suggest that government decisions and economic crises have led to significant changes in the behavior of the quantity of records of the ART’s. |
