The research evaluated the existing municipal mechanisms for combating municipal territorial land irregularities with the aim of critically analyzing whether the existing structure allows, at the municipal level, to implement and apply Law 13,465/2017 on Urban Land Regularization, including aspects related to legislation, applied resources and technical and administrative capacity, in order to evaluate the urban land regularization policies practiced in the municipality of Aracati - CE. The methodology used included mapping urban centers, documental research in the state cartographic base to obtain maps of the municipality and the use and analysis of satellite images available on the Google Earth platform to make it possible to survey existing subdivisions through the vectorization of perimeters of the regular and irregular neighborhoods that make up the urban fabric, in order to allow temporal comparison of the evolution of occupation through the verification of the historical series of images available. The evaluation was based on the logical methodology, which in summary constitutes the measurement of public policy through the components necessary for the implementation of the activities developed, and in the present work it was evaluated in two moments, the first in relation to the existing situation in relation to the situation considered ideal to comply with the REURB law, and secondly, the existing situation in view of the results achieved in the field of urban land regularization. We concluded that there was a significant increase in the area occupied by informal urban centers and that this increase occurred spontaneously, despite there being urban legislation in force during the period regulating the use of urban land. There were no practices of urban land regularization in the municipality, and isolated cases of regularization, when they occur, are driven by the holders of informal real estate units. We verified that the municipality has an adequate institutional, physical structure, technical framework and system of legislation to initiate urban regularization processes, however public policy does not advance. |
