O cooperativismo financeiro e a atuação estatal regulatória no Brasil: limites e possibilidades

Resumo: | This dissertation aims to analyze the regulation of financial cooperatives in Brazil and its impact on the development of these institutions.By means of an exploratory-descriptive documentary research, with the use of a survey and approach with qualitative and quantitative focus, it was intended to point out the characteristics of the credit branch and of other branches of cooperativism, discuss the state's performance in the sector under the neoinstitutionalist approach, interpret the perception of managers of these organizations on the state's performance and the restrictions imposed on the segment by the legislation, and to analyze the regulatory scenario of the sector in Brazil. The results pointed the financial cooperativism as the only one among the branches that does not operate as an intermediary between the cooperative and the market in general. Moreover, the procedure of the main regulatory agency is dissociated from the objectives of the public policies established for the sector, it advances on its autonomy and it is dissonant of good practices of regulation of other countries, although in the perception of the cooperative managers this prescriptive and ingerent pratices has been positive. The study concludes that it is possible to modify the regulatory framework for financial cooperativism in Brazil, without abandoning the principles and values that govern the sector, although this change seems to require a previous change in the management vision of its managers. |
