This master's dissertation discusses the conformation of cities, under the aegis of the capitalist mode of production and reproduction, seeking to stress the relationship between the hegemonic discourse and the implementation of public policies of an urban nature. In order to unravel the connection between the capital and the city, Federal Law 13,465 and July 11, 2017, which regulate the national policy of urban land regularization, are investigated. Through a bibliographic and documental analysis, the trajectory of urban public policies is related to the advancement of the understanding of the role of the State. Finally, with this investigation, it is intended to reveal the character of the State as a manager of the specific interests of the bourgeois class, with regard to urban policies.
