Resumo: This Master s thesis studies the urban poverty in the metropolitan area of Porto Alegre (MRPA). Through the evolution of the theme of poverty in the economic literature, and portrait found in Brazil and especially MRPA, seeks to establish a better characterization of poverty linked to structural issues. This approach changes the structural centrality of the problem, previously linked only to insufficient income, bringing the discussion to issues such as urbanization, migration, slums, inadequate public services, including among others. To prepare the study, initially come from a review of the main contributions on the theme found in the economics literature, going from the approach of classical authors, the one dimensional view of poverty by more recent studies of the multimensional phenomenon. Then, seeks to make an analysis of poverty in Brazil, addressing monetary issues, and also adding the characterization of structural poverty and including structural variables in this analysis for the country. Finally, it is a characterization of the RMPA, bringing information of its formation and structure, to move on to an analysis of structural poverty in RMPA , also discusses the methodology of poverty lines, commonly used and criticize the sub dimensioning of this measure, not being able to capture several important structural issues.
