A relação entre o rural e o urbano na Região Metropolitana de Porto Alegre : um estudo com ênfase na abordagem territorial

Resumo: Despite the relevance of the regional metropolitan rural, little has been researched and produced in Brazil about it and few public policies are directed at it, which relegates it to a certain "invisibility" in the planning and metropolitan policies. Despite this "invisibility" to the institutional view whose bias is urban, it faces problems and is faced with a series of impositions and demands resulting from a new look that society as a whole throws on it. The objective of this work is to analyze the socioeconomic dynamics of rural spaces in the process of urbanization and transformation in the Brazilian metropolitan regions, considering the elements that characterize it, identify and attribute to them the condition of peripheral territories , in order to advance the understanding of the rural-urban theme, having as reference to the Metropolitan Region of Porto Alegre where these two categories overlap are confused and are permeated by conflicts of interest. The rural area of the RMPA was characterized with emphasis on the territorial approach to development understood as a possibility to incorporate not only the productive issue within a given space, but also the temporal dimension, the actors and institutions and the relations of power present in this territory. With this conception the institutional architecture prevailing in the rural environment and its articulation in the metropolitan dynamics were analyzed. With the support of the results presented in the field research it was found the possibility of elaborating a comparative table between the ideal territorial development model versus the RMPA development model. And, therefore, when analyzing the limitations and challenges found, it was verified that the RMPA falls short of the ideal model of territorial development.
