Following the worldwide trend, many governments have been investing in e-gov in the last few decades, especially for the provision of electronic services (e-services), yet the adoption is still low for citizens. How to solve this paradox? In this sense, public value is seen as a new paradigm as a shift towards a citizen-centered perspective and also focused on social, political and economic issues and not just on technological aspects. The bibliometric review of 127 articles, written by 221 authors, linked to 142 institutions from 24 countries, pointed out that few researches investigate the impact of public value on e-services and, also, there are few studies on the multifaceted factors of creation of public value . Thus, it is in this context of studies of the adoption of public services by the citizen, under the lens of the paradigm of public value, that this research is found and whose objective is to analyze how the driving factors promote the creation of public value in the adoption of electronic services By the citizen. The methodological approach uses a qualitative, exploratory-descriptive approach, with a unique case study of the electronic identity card scheduling, in the context of the State of Rio Grande do Sul. The main theoretical contribution is a multidimensional conceptual model, which Contemplates the dimensions "Guiding Factors of Public Value" and "Public Value", which can be used by other researchers, since the theme has only one Brazilian article published so far. The model identifies the four driving factors for public value creation and classifies them directly: e-service design and citizen and indirect trust: the collaborative process and government openness. Another relevant contribution is the definition of a concept for public value in e-service, that is, "it is the value perceived by citizens and created in the adoption of e-service". With regard to the practical contribution, the conceptual model can be used by public managers to plan and implement electronic services that meet the needs and aspirations of citizens. |
