Resumo: The aging of the population is analyzed as a global phenomenon and in Brazil, from its beginning in the 60s. Although late, it occurred quickly, systematic, consistent and modified the population pyramid. This research considers the determining factors in aging, such as social class, gender, chronic illness and reduced family care. With the demographic transformation, Brazil was urged to follow this process and develop public policies designed to the needs of the elderly population. The overall objective of this research is to analyze the public health policies directed to the elderly segment at the national and municipal levels, seen as the international standards. The methodology used involved bibliographical and documentary research. In the bibliographic research, the references were the works that under critical perspective, analyze the demographic transformation, the health of the elderly, and the process of human aging. On the other hand, the documentary research has privileged the legal - normative framework through the review and analysis of laws, ordinances, decrees, policies and programs related to the elderly segment.The National Policy for the Elderly Health, Active Ageing: A Health Policy and the National Health Policy for the Elderly were deeply analyzed.The World Assembly on Ageing, the National Policy for the Elderly, the Elderly Statute and the Second World Assembly on Ageing contributed to the reflections in this study. At the municipal level, the actions and services for public health care from the city of São José do Rio Preto (SP) was highlighted with reference to public health policies directed to the elderly segment underlying this research. Three trends were identified: public initiatives for the elderly segment that emphasize economic goals at the expense of social rights; dependence on public policies in relation to the private sphere, especially family, for the protection of the elderly; transfer of state responsibility to the individual when it comes to healthy aging. The raised proposals in this study are related to the construction, expansion and creation of utility services for the elderly. Among these propositions are: elderly escort programs, Centros Dia, long-stay hospitals for the elderly, long-stay institutions for the elderly and republics for the elderly. The research shows that there has been advancement of legislation aimed at the elderly, but the practice still appears to be unsatisfactory. In the current Brazilian scenario, with growing numbers of older people, it turns out that a significant portion of this population faces the reality of neglect and violation of rights. It s urgent, therefore, the implementation of the actions foreseen in the current public policies and the establishment of new services that are clearly necessary today in order to provide a dignified aging for all people
