Resumo: This research aims to analyze the project to create the Campo de Marte Park, as part of the privatization policies proposed by the Doria and Covas management (2017-2020) in front of the São Paulo City Hall (PMSP). The Park project, which gives the private sector the responsibility to design and manage the territory hitherto public and historically occupied by amateur football teams, suggests an aspect that is increasingly present in public policies: private companies participate actively in the production of urban space. In order to understand this phenomenon, the Theory of Urban Regimes (TRU), formulated by Clarence Stone in the 1980s, is presented, in addition to the main theoretical currents that precede it and which aimed to identify the power of decision in cities. It was noted that the formulation of coalitions, especially between public and private actors, act as important agents in the design of urban space. Privatizing policies were of marked importance during the Doria and Covas administrations at the PMSP, advocated by a trend already observed at the federal level, with the Public-Private Partnerships Law (PPP Law), sanctioned by President Luiz Inácio Lula da Silva in 2004 This work seeks to identify and understand such disputes present in the urban context, marked by the development of financial capitalism and predatory property valuation movements that end up influencing the production of space. Along with this movement, there is the fact that the territory under study, for which the Parque do Campo de Marte project will be conceived, refers to the practice of amateur football. It becomes necessary, therefore, to understand the role of amateur football in the city of São Paulo and how today it is considered, by those who practice it, an act of resistance
