The present thesis analyzes the possibilities and challenges present in partnerships between the governmental sector and the nonprofit sector to provide public services to the community, especially for the homeless population and so fighting poverty and social exclusion. The research investigates wether this management model assumed by the Secretaria Municipal de Ação e Desenvolvimento Social (SMADS) in the city of São Paulo, corresponds to a municipal public policy which promotes social inclusion. It has as focus of attention the services aimed at the homeless, which are provided by the nonprofit sector in partnership with SMADS, for considering that homelessness denounces the existence of serious problems in the system of welfare state and indicates the high degree of social exclusion and poverty that a population might be suffering. The study thus analyzes if this services fulfill the role of protection and emancipation, and if the partnerships coined to provide these services have relevant and positive impacts in dealing with this issue. We started from a literature review, documentary research , giving voice to all who are related to the partnerships. We defined partnerships as being substantive relations that imply responsibility from both sides, sharing of values and compromise to each other. As a result this study indicates that the partnerships can be understood as important and necessary for attending to the necessities of the people. They have real potential of becoming a management model that can be , more than an administrative pact, a way for the municipal public administration to promote social inclusion. However, this study also indicated that there are many challenges for both government and nongovernmental organizations. The government must open channels for dialogues, establish a better horizontal relationship and adopt a funding policy that takes into account the totality of implementation and transparency issues in the construction of the services costs. On the part of the nongovernmental organization, they need to understand that the services provided by them with public funding have a public nature and, in so, they are under the dictates of Social Assistance Policy. Regarding the assistance network for the homeless population, constant qualification and training of the workers was advised, as well as the strengthening of trust bonds with the homeless population. A more flexible network can create more appropriate ways of answering the many problems that appear in daily work context. Finally, and most importantly, the construction of a policy that includes all sectors of the government involved in the social area is indicated. Protocols and procedures that facilitate the congruence of the various social policies with the goal of having a comprehensive policy for the homeless population must be enacted |
