This dissertation aims to examine the need for assembly an apparatus of repression and information so unique in the state of Rio Grande do Sul which were the Sections of Political and Social Order (SPSO), within the civil-military dictatorship context of Brazilian national security. The cut will understand the operational chronological period of SPSO, which ranges from 1964 to 1982. Even it is an extended period, this cut is required so that we can understand the Sections operation, given emphasis to the main tendencies of preventive strategies against the imminent danger. Therefore we will comprehend the reformulations of their own state as well as the action strategies against the subversion that were becoming even more severe, since the SPSOs incorporated the core of coercive state organs, acting through the systematic production of reports on population and worked as operational arms of the Department of Political and Social Order in the country side of the Rio Grande do Sul state. Understanding, then, that the functionality of this apparatus was within a specific context and their need for action was necessary, not being displaced from the national reality, i. e. , the dictatorship of civil-military national security with the strategies implementation of terror to control the population and also happened in cities and country side.
