Resumo: This dissertation aims to investigate the approach of the Civil Defense of the city of São Paulo regarding aspects of social vulnerability in its actions against disasters. This organization is one of the main actors in the issue of disasters, with prevention, mitigation and response phases present in its work. Vulnerability emerges as a component of disaster risk, highlighting in its social dimension aspects such as the quality of settlements, social development, participation, access to information, resources, and services, and others, which vary in time and space, affecting populations in different ways. Understanding this issue in a qualitative and in-depth manner becomes relevant for the practical understanding of a theme widely addressed by disaster literature. Through tools such as systematic review, document analysis, observation, interviews, and field visits, it was possible to generate a panorama capable of reaching the proposed objectives of characterizing the relationship between disasters and urban planning, describing the procedures inherent to the work of Civil Defense and analyzing their feedback to the social vulnerability aspects. As results and products of this dissertation, we highlight the systematic review outcomes and the construction of a frame of relations that runs through the approach to the theme of social vulnerability by the Civil Defense. The conclusion highlight question was posed in two ways, implicitly and explicitly. Some aspects of social vulnerability as the quality of settlements and infrastructure, population densification, and the community experience, are explicitly considered during the preventive and mapping phases of the risk areas. In the response phase, these aspects appear implicit, printed in the personal experiences of each Civil Defense agent.
