Corporate technology contents guarantee to the corporations the capacity to innovate and to differentiate from rivals, an essential leverage to brand consolidation and business success. Technology content, therefore, is an important mechanism for competitive advantage and independently of the business nature, it is supported by Technical Competitive Intelligence Systems (TCI). The implantation of a TCI system in a technology-based corporation is subject, as in any other, to the same troubles originated in human resistance, lack of policies, mechanisms and internal structures that are common ground to any new system implantation. Hence, the implantation of TCI in a technology based enterprise could undergo restrictions from unexpected origins that would affect ongoing projects and limit the corporation ability to innovate. In this context, this paper results from a case study research in a major state owned corporation in software industry, targeting at identifying the main restrictive factors to the implantation of TCI systems. The research explored the perceptions of restrictive factors to TCI implantation among two groups of respondents: (1) executives, managers and supervisors; and (2) system analysts and programmers. The main results indicate a set of evidences that could become restrictive factors. These evidences could be summarized in the following items: (a) IT managerial typology; (b) lack of internal policies and directives; (c) lack of corporate strategy related to technology content and team specialization; (d) institutional immaturity to use technical information in a planned way; and in special, (e) conceptual ignorance on TCI systems. As a result the enterprise may loose strength on strategic renewal and lack of value regarding access to technical information. Lack of technical updating leads to losses in technological domain, which shows the enterprise may also become technologically obsolescent. |
