Resumo: The effective implementation of Knowledge Management (KM) is important to maximize intellectual capital in organizations, especially in higher education institutions. Public federal universities are organizations rich in knowledge and innovation, but they face the challenge of managing this valuable resource to improve their organizational efficiency and effectiveness. This research aims to develop and validate a guideline for the development and implementation of KM systems in public universities, based on the guidelines of the ISO 30401:2018 standard. The methodology used involved qualitative exploratory research, with systematic review of the literature and field research in Brazilian federal universities. The research instruments applied included a questionnaire and a script of interviews with managers and technical professionals, focusing on KM processes and practices. The results revealed that many universities are still in the preliminary stages of KM implementation, with significant variations in adoption and maturity between different institutions. It was found that factors such as organizational culture, leadership and technology directly influence the success of KM. The structured guidance guide details the fundamentals of KM, processes of acquiring, creating, sharing, utilising and preserving knowledge, including practical examples and case studies adapted for public universities. In addition, it was possible to identify and validate successful KM practices, providing a framework that can be applied in the implementation or maintenance of KM System aligned with the guidelines of the ISO 30.401:2018 standard, according to the specific needs of public universities. As an academic contribution, the present study expands the understanding of KM in public universities, presenting a model adapted to its peculiarities. For professionals and managers, the guide offers a practical tool for the implementation and evaluation of KM systems in public universities, thus contributing to promoting organizational efficiency and innovation
