Prontidão das instituições de ensino superior públicas federais para implantação de sistemas de gestão do conhecimento com base nos requisitos da ISO 30.401:2018

Resumo: The offer of higher education courses has been growing significantly. In order to adapt to this new context, higher education institutions have been facing a series of challenges that force them to review their management methods and the structure of their internal processes, aiming to increasing their competitive advantage. Knowledge is considered one of the most strategic resources of a company and a source of competitive advantage. Within this context, it is clear that Knowledge Management is relevant for public or private organizations. Quality is an element of differentiation in the way organizations provide their services. The ISO 30.401:2018 standard assists organizations in the development of a Knowledge Management System that promotes greater organizational effectiveness, generating value to all parties involved in this system through knowledge. Therefore, this project aims to evaluate and measure the perception of the state of readiness of Brazilian federal public universities regarding the implementation of a knowledge management system, based on the guidelines provided for in ISO 30.401:2018. The nature of this research is descriptive, with a qualitative approach, based on a literature review. The research had two phases: the first one focused on documentary research through a survey and analysis of the content available on institutional websites and regarding the Institutional Development Plan (PDI) with reference to the Knowledge Management of Brazilian Federal Universities. In the second phase, we carried out a field survey using an electronic questionnaire. A total of 63 active Brazilian federal universities were considered for analysis in both phases of the research. As the main results of the research, we found that Knowledge Management is still under development at Brazilian federal universities despite being part of the strategic priorities of the educational institutions. We also found that the most developed dimensions (sections) of ISO 30.401:2018 are Leadership (Section 5), Planning (Section 6), Context of the Organization (Section 4) and Improvement (Section 10). Finally, we identified that the 05 Critical Success Factors most relevant to the implementation of Knowledge Management in Brazilian federal public universities are: Processes and Activities, Information Technology, Training and Education, Organizational Infrastructure and Strategy and Objectives. Therefore, this research advances the understanding of the theme 'knowledge management, university and ISO 30.401:2018', whose theoretical platform is still incipient. Thus, this research contributes to the improvement and restructuring of the area of information governance and knowledge management of public organizations. In addition, regarding contributions to managers and professionals of public organizations, the results of this research clarify the main points of attention for the implementation of a Knowledge Management System (KMS) in public universities. The results also indicate which are the critical success factors that managers and professionals should be concerned about successfully implementing the KMS.
