Resumo: This study was linked to the Graduate Program in Education at the Nove de Julho University (PPGE - UNINOVE), especially to the Popular Education and Cultures Research Line (LIPEPCULT). The objective of the investigation was to analyze the articulation of the Digital Technologies of Information and Communication (TDIC) in the continuous formation and in the exercise of the democracy in the school collegiate in the context of the municipal education network of Santo Andr??. For the research problem, the following questions were raised: can the school collegiate body as a democratic support body produce the emancipation of the school and local community, based on the use of Digital Information and Communication Technologies (TDIC)? What guidelines were adopted to achieve emancipation in the school context? Was the school collegiate capable of following technological evolution and articulating formative spaces, by means of emerging digital technologies in the current scenario, providing digital literacy for counselors? What are the potentials that TDIC offered in the context of school collegiate bodies? Which TDIC were most significant for the construction of training processes and the exercise of democracy in school colleges? What advances have been made in the articulation of TDIC in continuing education and in the exercise of democracy in school colleges within the context of the Santo Andr?? municipal education network? What difficulties have been signaled for its implementation in this context? What challenges still need to be overcome in this scenario for its implementation in this municipal education network? The universe assigned to the investigation was the School Collegiate of the municipal school system in the city of Santo Andr?? located in Greater ABC, metropolitan region of S??o Paulo. The participants in this research were segments representing the management team, employees, teachers, parents and the community. The methodology used to compare the results was based on a qualitative approach, developing through a case study. As instruments for data collection, questionnaires and a focus group were adopted. Documents and legal determinations were also examined within the scope of school management and public policies that support and promote the establishment of collegiate bodies, such as: Federal Constitution of 1988; the National Education Guidelines and Basis Act of 1996 (LDBEN); National Education Plan 2014/2024 (PNE) and Municipal Education Plan Law n. 9,723 / 2015; National Program for Strengthening School Councils and municipal laws to promote collegiate bodies. The categories of analysis that emerged from the field research, outlined objectives and theoretical foundations were: Emancipation (Paulo Freire); Continued Formation of School Collegiate (Saviani); and Technology (??lvaro Vieira). The main theoretical references that supported the analyzes triggered in this research were: Loureiro (2013); Golden (2011); Gohn (1990, 2006); L??ck (2010); Freire (2006); Paro (2006); Lib??neo (2010); Bauman (2001, 2013, 2017); Maffesoli (2006, 2018); Moran (2003, 2015); among others. As main results, he stresses that the experience lived by this investigation favored the primordiality of training actions in virtual environments based on the following factors, among them: the probability of favoring a digital language (improvement) to School Counselors as a way of emancipating the participants seen who recognized that technology today is intrinsic to their lives, both personally and professionally. Another highlight refers to the systematization of knowledge and guidelines for defining the formative content for School Counselors, as they are, in the majority, non-teachers and know little of the school normative context, thus fulfilling goal n. 18 of the 2015-2015 PME of the Santo Andr?? municipal education system. The data collected in the investigation could lead to considerations such as those related to factors that may infer in the implementation of ongoing face-to-face training actions, which are: the accumulation of tasks and attributions of each counselor in his professional and personal life, the absence of a strategic plan that provide for the readjustment of contents that can be used in the process of continuing education, at a distance if the training comes to take place outside the school community of each one. Finally, the analyzes point out aspects to be considered in order to structure a methodology for the development of other projects of continuing education and in service of trainers, aiming and favoring their performance in virtual learning environments.
