Inovação tecnológica: uma proposta de inovação do processo de trabalho nos limites da administração pública

Resumo: It proposes a model for the acquisition of medicines within the limits of the state's public administration, whose "innovative" process contrasts with the traditional one in that it achieves substantial cost savings, with an impact on public spending and the mana- gement of the health system. Justified by the implementation of a technological inno- vation in the work process without the expenditure of additional financial resources, its objectives are anchored in the fact that when purchases are made through a centrali- zed process, the savings are effective, allowing us to reflect on the change in organi- zational culture and its contribution to consolidating the right to health by expanding access and comprehensive care. The study sought to differentiate the amounts paid for purchases made using the centralized and decentralized methods, resulting in many cases in price reductions of more than 70% when purchased using the proposed process. The main limiting factors of this research were the correct identification and arrangement of the amounts paid for each element of the sample in the different peri- ods, the regular maintenance of centralized purchasing processes, the pandemic pe- riod experienced by the system, and the challenges of dealing with a network system that has fractured its governance process.
