Inovação no setor público: uma análise da inovação no âmbito da administração pública federal sob o enfoque da co-criação

Resumo: This dissertation aimed to investigate the innovation in the Federal Public Administration under the co-creation approach. Besides, we also seek to offer reflection and practical guidance to policymakers and decision-makers on the importance and feasibility of innovation and the use of co-creative methods in public administration. For achieving the goal, two articles and a technical product were prepared to address the theme in a theoretical, empirical, and practical way. In the general introduction, we present a brief contextualization and problematization of the subject. Still, in the introduction part, we approach the general and specific objectives and the reasons which justify this study. In the second part, we present both articles and the technical product, which were prepared to meet the specific objectives. The first article sought to outline a theoretical overview of the concepts of innovation and co-creation. Through this first article, it was possible to understand how innovation and co-creation have been addressed in publications indexed in the Web of Science® database, with a particular focus on publications aimed at the public sector. Among the results, there are few studies about the theme in the context of the Brazilian public sector. Thus, the second article aimed to contribute to filling this research gap by analyzing the perception of managers and public experts concerning the elements that make up the environment and the innovation process within the context of the Federal Public Administration, as well as evidence demonstrating the presence of co-creation. Thus, it was possible to identify how innovation and co-creation are presented in the Brazilian context based on the antecedents and determinants of innovation, the innovation process, and the results generated by the initiatives developed. It was also found that there is evidence of practices co-created in innovation initiatives designed in the context of federal public administration. Based on the results achieved in the second article and in accordance with the principles of the professional master's degree of offering a technical product, a primer was prepared aimed at training managers and public servants in order to facilitate the understanding of innovation and co-creation, as well as how to present possible ways for the implementation of innovations co-created in the Brazilian public sector. This booklet seeks to provide practical contributions by translating the knowledge obtained academically into experience applied in the daily life of public institutions. At the end of this study, it was possible to verify that although there are a growing number of innovative initiatives being developed empirically, there is still a long way to go in understanding the innovation in the context of the Brazilian public sector.
