Possibilidades da formação escolar do agente político eleito à luz da Base Nacional Comum Curricular (BNCC)

Resumo: This research was originated from the following questions: Would it be possible to affirm that a preparation, in terms of a basic formal education, for the elected political agent could contribute to the improvement of solutions to issues related to public management? And, since the Common National Curriculum Base (BNCC) is the current guiding document for Basic Education in Brazil, could it provide this manager with basic preparation? In order to answer these questions, studies and legislation have mapped the competences necessary for the elected political agent to perform well their role as public manager, and the relationships between these competences and the competences proposed by the BNCC, more specifically, those described in the table of the 10 general competences and in the framework of specific competences of the nine curricular components that make up Elementary Education (EF): Portuguese Language, Art, Physical Education, English Language, Natural Sciences, Mathematics, Geography, History and Religious Education. The general objective was to identify to what extent the competences contemplated in the BNCC would offer opportunities for the minimal preparation of the elected political agent, since, currently, no level or type of training is required for this manager, in addition to being literate, according to with the Federal Constitution. The specific objectives outlined were: to identify the competences of the political agent to perform their role as a public manager well, and the relationship between these competences and the competences proposed in the BNCC; and identify in the guidelines the need for new public policies or changes in the laws that determine the formation of the political agent. Given these objectives, a qualitative approach was chosen to carry out an exploratory research, in which documentary research procedures were used to analyze the BNCC. For data interpretation, the content analysis technique was used. The results met the expectations of answers to the questions initially proposed, and the researcher-reader may feel provoked to delve into other peripheral aspects, which emerged from the discussion of the surveys carried out in this investigation, such as the training of political agents, who were elected or appointed. Encouraged by this reading, the researcher can also research about the reform of political and party legislation, or even the speed in the judgment by justice of processes involving elected political agents with regard to greater democratization of the Brazilian electoral process.
