Resumo: This paper discusses the process of introduction of digital TV in Brazil, taking as a case study the state of Maranhão and also focuses the possibilities of social and digital inclusion in weak regions to provide public services such as Social Security, health care, banking and distance learning. Therefore, discusses policies that led to SBTVD-Brazilian System of Digital Television in the country. The study presents the discussions in public and private organizations with the participation of qualified recognized inside and outside the country. It also shows the complex process of joint governmental entities of the electronics industry and private telecommunications groups installed in Brazil, as well as the strength of the private sector broadcasters to adopt the model proposed by Decree Nº 5.820/06 which provides free distribution and population essential public services through broadcast television. The consequences reflected in the permanence of backwardness and underdevelopment of the state of Maranhão open possibilities of overcoming with new programs offered by the Department of Digital Inclusion (SID), the Ministry of Communications to respond to the huge demand that deprives regions of Brazil and the Maranhão development and social inclusion.
