Resumo: The study here presented seeks to analyze and discuss how gender issues were addressed in the process of elaborating the Municipal Education Plan (PME) of the Jundiaí County, in the year 2015. It also analyzes the role and strategies used by the various social subjects involved in the process (educators, public managers, people and religious groups, politicians, entities, activists and social movements and media) and aims to explain why the theme - existent in the base document of the plan prepared by the Municipal Education Department, with the participation of representatives of civil society - was withdrawn at the final stage of preparation, still within the Executive Branch. It gathers the discourses used for the rejection of the gender agenda in schools, seeking to understand the phenomenon in light of the national context and local political disputes. It is a qualitative research, of a documentary and bibliographical nature, that used as sources the administrative processes of the City Hall and Municipal Council, videos of the ordinary sessions, documents produced by the segments involved, besides my own perceptions as a participant of the process. Among the results, the "campaign" of the Catholic Church around the phrase "gender ideology" stands out, also used by local political and religious activists in fostering a "moral panic" environment and as an instrument of opposition to local government. It is also possible to highlight that even though there were segments favoring the gender agenda, there was no articulated defense of the theme that would allow its reintroduction into the PME.
