Resumo: The purpose of this research is to analyze the democratic management policy in the municipality of São Bernardo do Campo-SP based on the documentary analysis substantiated on Cellard (2008). The category of democratic management was analyzed in the Municipal Education Plan, normative documents and in the Statute of Teaching Professionals and Basic Education Workers of Public Education of the city of São Bernardo do Campo. In a subsequent stage, the Political-Pedagogical Project of a selected nursery center was analyzed to look into the principals, indications, conditions and strategies of the team to enable participation in school management. The theoretical framework that supports this research is the studies of Ferreira (1999, 2004), Freitas (2012, 2013), Gadotti (1994, 1998, 2001, 2004), Libâneo (2004, 2005, 2007), Paro (1990, 1997, 2002, 2005, 2010, 2015) and Veiga (1998). It is concluded that democratic management faces many obstacles, which were identified from the analysis of the policy expressed in the documents. The policies emanated in the context of the neoliberal ideology that are becoming deeper in our society, are not in line with participatory management, which leads the school team to assume responsibility for enabling some level of collective participation in the school management.
