Using the theoretical frame of reference of the Sociological Institutionalism, the aim of this work was to analyze the building of the place of the Municipal Guard of Belo Horizonte (GMBH). To this purpose, semi-structured interviews were carried out with representatives of the Municipal Secretariat for Security and Prevention, Municipal Guard, former managers of the Municipal Secretariat of Urban and Patrimonial Security and representatives of municipal secretariats that have an institutional link, from the provision of services and joint activities, with the GMBH and a survey was applied with 340 active municipal guards. The theoretical framework of this work discussed the current panorama of municipal guards in Brazil; the models designed for public safety, from National Security to Citizen Security; beyond the organizational perspective. The purpose of the Municipal Secretariat for Security and Prevention is the consolidation of the GMBH, as a police, based on the precepts of citizen security, however, structural changes reveal conflicts and dissent about the construction of knowledge and values, which are still in training in the GMBH . The agents of the GMBH present characteristics of an organization that would have a profile of mediation of conflicts, according to the precepts of the Secretariat. However, they also present the profile of a repressive and law enforcement agent, as the traditional model of policing. In this sense, this research concluded that the Municipal Guard of Belo Horizonte, although it is identified, from 2017, as a Municipal Police, presenting new attributions in the municipality, it is still in the process of constructing its role in public safety. |
