Governança no setor público: diagnóstico das práticas de gestão da Polícia Federal à luz do estudo 13 do PSC/IFAC

Resumo: In Brazil, the society observes completely astonished the corruption, the neglection of public money application and the provision of essential services, which fall shortly of its expectations. In order to have changes in the public sector, it ́s imperative to adopt good governance practices that may be capable of promoting the adequability of the public services, so that they can become more efficient an d effective. In this area, may be included the institutions that provide the public safety, which need to be well equipped, have enough human resources and present a honest, transparent and accountable management, in order to fulfill their duties. In this context, this dissertation aimed to diagnose the management practices of the Federal Police and compare them to the standards of good governance practices for the public sector recommended by the Study 13 PSC / IFAC. The results showed that most of the management practices adopted by the Brazilian Federal Police are presented in accordance with good governance practices suggested in the study. Practices related to behavioral patterns and to organizational structure s and processes stood out positively. On the other hand, it was found the lack of a proper code of conduct and the absence of initial training of the members of the governing group when their appointment or during their tenure. Regarding to management practices related to control, failures were diagnosed in risk management, due to the lack of application across all organizational goals. Similar behavior was observed in internal control, which despite being constantly monitored, could not be assessed for suitability and effectiveness. Regarding to practices related to external reports, it was found that the institution prepares reports which are balanced, transparent and easy to understand, in accordance with applicable law and accounting standards. However, the Federal Police didn’t explicitly show compliance with corporate governance codes, nor they employed enough performance indicators to show that the resources have been used with efficiency. It was concluded that the Federal Police adopts goo d management practices, but still can implement other recommendations of good governance, contributing to the country walk to achieve excellence in the management of public resources and to assume a prominent position in the international arena.
