Resumo: | This work is mainly aimed to demonstrate in what sense the collective intelligence, unveiled by Pierre Lévy, can function as recreative power of the forms of democratic participation and the exercise of fundamental rights. The aim is also to understand the instances of the “the people, understanded as the legitimimizing subject of the democratic regime, as well as the new forms of network organization. For this, were studied certain interaction socio-political in the era of post-mass media, whether in the forms voter-candidate, whether as citizen-citizen. Cocrete examples are listed in both directions to illustrate such interactions. Finally, are highlighted in a critical way, the major strengths and major challenges generated by the new democratic forms of popular participation in public affairs through digital networks, like the digital abism and the political apathy. |
