Resumo: The general goal of the study is to examine how the projects and performance of two companies operating in the creative economy segment (electronic games and internet of things) were developed in the selection process of the Innovative Startup Investment Program, 1st and 2nd call of 2017 and First call 2018, whether or not to approve the different projects. The main arguments point out that Company X, not recommended for contract signing, was not qualified for the 2nd stage in any of the 2017 public notice rounds. This performance is related to the lack of experience and familiarity in public selection processes, the This is due to the lack of participation in previous edicts, low legal knowledge of the professionals involved and the lack of a specific department to prepare the project. Company Y, recommended for contract signing, was approved at all stages of the first round of 2018 and is negotiating with FINEP the contract signing clauses. This full understanding of the bidding requirements and project suitability for funding is related to previous bidding experiences, the existence of a specific area to design the project, the legal knowledge to go through the entire process, and the business maturity to conduct the proposed project. - which, in turn, relates to previous participation in acceleration programs - and has proven the potential for innovation capable of generating interest in the evaluation bank. Regarding the applicability of the research, we seek to identify the best techniques and procedures in the application of the bidding process by the applicants: startup companies in the creative economy segment that work in the creation of electronic game software, what is their understanding of the requested information and what are the most obvious doubts and shortcomingsin the cases presented, and seek from the agencies what would be the improvements in their bids, in order to promote greater clarity and mitigate recurring mistakes in filling out the edicts
