Resumo: | This work studied the implementation process of the strategic planning within the public administration, through a case study of the National Institute of Amazonian Research - INPA, federal government agency under the Ministry of Science, Technology and Innovation - MCTI. In 2005, we designed a Strategic Planning - PE for each research unit of the MCTI. In case the INPA, this plan was completed in late 2005 and incorporated into the Master Plan - PD to be implemented in the period 2006-2010. However, after this period we observed, through the report of Commitment Term of Management in 2010 and sent to MCTI verbal reports of the servers INPA, there was no total alignment between what was planned and what was executed. Justifies the importance of this study for being a typical case of strategic planning in the public sector, serving as the basis for a survey of the elements involved in the strategic process of a public organization. Methodologically, the research was qualitative, descriptive-explanatory with purpose and level of organizational analysis. The type of design was a case study of temporal cut sectional with retrospective perspective. The method of data collection consisted of (1) of the strategic planning document analysis, the report of Commitment Term of Management 2010 sent by the INPA MCTI, and other documents such as orders, memoranda, as well as (2) semi - structured interviews with individuals involved in the development and implementation of strategic planning method selected by snow-ball, from the indications responsible for strategic planning. We conclude that the case study demonstrated the INPA is useful for understanding the phenomenon of the strategic planning in the public sector under the viewpoints practical and theoretical. First, therefore, research has shown the importance of planning as a tool for targeting and retargeting of organizational actions. That is, the PE should not be treated in a "shirt-jacket" that prevents the adaptation of the organization to the environment, but as an important management tool in the statement of strategic intent and constructive criticism about these same intentions. Furthermore, the research allowed to raise some questions that deserve reflections on the practice field of public administration. From the theoretical point of view, the investigation revealed some specifics of strategic planning in the context of public purpose organizations, in particular the influence of coalitions around interest groups and partisan political aspects in terms of design and implementation of PE. Moreover, there was the importance of external environmental factors as elements while legitimizing and controlling organizational results. In particular, they emphasized the conflict between the need for accountability as a condition of access to resources and the need for organizational redesign as a condition of serving the interests of domestic groups. Furthermore, the research allowed raising some research topics that deserve thorough investigations in the field of public administration studies and their interactions with the field of strategic management. |
