Resumo: | The purpose of this study is to verify the elements potentially involved in the strategic process of Brazilian public organization through the study and application of management contracts in a city hall in the state of Paraná. The research seeks to complement previous studies regarding the potential and limitations of strategic management in public sphere, focusing specifically on the use of contract management as a management tool. The study is justified by the contribution and it can provide for the advancement of knowledge in the field of strategy in order specifies the strategic process applied in the area of public administration. The survey was developed based on the intersection of two areas: public administration and strategic management and initiated by the identification of differences between the expected performance and the performance achieved through the use of management contracts in the organization studied. Regarding the methodological design, the research is qualitative, exploratory and descriptive in purpose, in the form of case study, temporal perspective and cross-organizational level of analysis. Document analysis were used and content analysis to analyze the data collected through interviews and documents. The results showed the existence of the internal and external stakeholders in the process of strategic public organization researched and pointed, with emphasis on: financial resources, human resources, degree of commitment of employees, climatic factors, legislation, agreements and bureaucracy. At same time, it was realized that the management contract is valued by respondents as a tool that provides greater management focus for public management. |
