Resumo: | The present investigation compares the theoretical aspects from a Model of Competitions Management for the Personnel Administration, proposed by the Brazilian author Joel Souza Dutra, and the application of his concepts to the Mexican reality, where the entering to the Federal Government’s public institutions is by way of the Profissional Service of Career. The study was done in the Secretariat of Health of Mexico. For this task was resorted to a qualitative method of a descriptive character that was applied to a study of case. In this way, analyzing the process of personnel management by competitions of the public servants who are employed at the health area, the present study explored the individual competitions evaluation process of the candidates who participate in the selective process through Public Convocations uploaded in the internet for occupying the vacancy in the Federal Public Administration via Profissional Service of Career. Were analyzed 54 convocations, in which were published 295 vacancies distributed in 27 areas of the Federal Government’s Secretariat of Health. For each of 27 areas were analyzed the concepts that integrate the capacities category: supplies that make possible the competitions, which consist in: knowledge, attitude, skills, ethic, release, and work level. The efficiency results of the Model of Professional Service Career by Competitions of the Secretariat of Health of Mexico, were evaluated by an application of a semi-structured interview to those who took part in the Professional Service Career entering process, and who were accepted to occupy the vacancies; that helped to identify the public servants perception about of personnel management, competitions and entering practices in the Organization. Were gathered the experiences lived for those persons during the selective process and in the practice of the institutional routine activities. |
