Interferência da convergência discursiva na direcionalidade do biogás no Brasil

Resumo: This work aims to analyze the political trajectory of biogas in Brazil since the enactment of Law No. 13.576/2017 that instituted the National Biofuels Policy (RenovaBio). For this, two concepts from the discourse theory and the Transformative Innovation Policy (PIT) were used, called, respectively, discursive convergence and directionality of innovations. Three types of discursive convergence are proposed: full, broad and restricted. The first one indicates the simultaneous and balanced presence of economic, social and environmental aspects in the discourse of the actors that compose a given socio-technical system. The second one indicates that despite the simultaneous presence of these aspects there is no balance between them. And the last one, the restricted convergence, indicates that at least one of these aspects is absent in the actors' discourse. It is understood that both full convergence and broad convergence facilitate innovations to be directed towards sustainable development, while restricted convergence favors the emergence of barriers in the path of innovations, leading to unsustainability. Therefore, the directionality of innovations, understood as the management of innovations towards sustainable development, depends on the actors' understanding of the importance of including economic, social and environmental aspects in policy formulation. Policy, on the other hand, is understood as a dimension of the socio-technical regime that, when shaped by the actors' discourse, has the potential to maintain or redirect innovations towards sustainable development. Biogas was chosen because it presents several barriers to its advancement in Brazil, such as those related to policy development. Therefore, the research, characterized as qualitative, analyzed the events that took place after the RenovaBio enactment to understand how discursive convergence interferes with the directionality of biogas in Brazil. Hajer's (1995) argumentative discourse analysis was used to identify the discourse construction phase, the discursive coalitions and the plots that characterized them. For this, it was necessary to carry out documentary research and interviews with the actors who work within the scope of RenovaBio. The results suggest that the discourse is in the institutionalization phase, with two conflicting discursive coalitions, “better than nothing” and “hen that lays golden eggs”. Both with storylines in which social aspects are ignored, indicating that restricted convergence prevails and that it is necessary to redirect the trajectory of biofuels in Brazil through the TIP. For this, it is mainly suggested to obtain data especially on the social impact of biofuels in producing regions. It is concluded that discursive convergence interferes with the directionality of innovations, either facilitating their use to achieve sustainable development or preventing this from happening. In the case of biogas, RenovaBio has not been enough to cause its acceleration, this still depends a lot on producers' initiatives to improve their production processes and management mechanisms, as well as identifying the opportunities that the market offers them.
