Resumo em Inglês: With increasing fostering of technology, we also see an opening to social criticism, even without a proper theoretical guidance to support this end. At the same time observing the changing bureaucratic procedures in the various state agencies including the object of our study to the school, however, little is known about the concepts of bureaucracy and institutions. Our intent in this study is to revisit the definitions assigned to institutions and bureaucracy and demystify the common usage. The goal is to explain in a more conceptual way the management of the state and educational institutions through the bureaucracy, this connotation that is permeated with meanings beyond its main function is to insert molding of the individual in a social order estamentada. This hierarchy determines the educational practice to comply with rules that are not necessarily directed to the individual. Starting from the idea that the bureaucracy would have a broader character than the framework of the individual for a social life, deepens the research concepts - traditional and modern so that they can understand the various nuances of what the bureaucracy in its theoretical, covering in this way the desired understanding of the institutional and bureaucratic systems, and also, its practice and application in the model school.
