Resumo em Inglês: The present dissertation has as object The Obligation of Enrollments for children with 4 and 5 years old instituted by Law 12,796 of April 4, 2013. As a qualitative work, it is necessary to deepen the knowledge about the different conceptions of childhood, mainly In the case of children from 0 to 5 years old, who are attended in the institutions of Early Childhood Education, the study related to the transition to Early Childhood Education from the first stage of Basic Education, as well as the national documents that organize the policies regarding this stage of education, And guide the work in day-care centers and pre-schools. The research problem is: To understand how the process of the implementation of Law 12,796 of April 4, 2013 in the city of Lapa PR, in view of what is recommended in the laws on the implementation of a quality education. Article 206 of the Federal Constitution reports on the principles of equality, access, permanence, pluralism and gratuity of public education, valorization of teaching, the present research has as general objective: To investigate the process of implementation of Law 12.796 / 13 in the municipality of Lapa PR. And as specific objectives: to make a brief historic about the concepts of childhood and education in childhood; To investigate public policies related to the quality of education and care in Early Childhood Education; Analyze legal documents aimed at early childhood education; Understand how the municipality is carrying out the care of children in Early Childhood Education and how it has been occurring the process of compulsory enrollment for children from 4 to 5 years old. The theoretical reference is anchored in the works of Alessandra Arce (2002a, 2002b, 2012), Sonia Kramer (1987, 2006), Moysés Kulhmann Jr (1998, 2000, 2005, 2015, 2016), Zilma Oliveira, 2012), Flúvia Rosemberg (1997, 2017) and Dermeval Saviani (2013), among others. The legal documents that support the implementation of the Law as the Federal Constitution (1998), Statute of the Child and Adolescent (1990), the Law of Guidelines and Bases of National Education (1996), the National curricular referential for Early Childhood Education 1998), the National Education Plan (2014), the Lapa Municipal Education Plan (2015) and other documents related to Early Childhood Education will be analyzed to better understand the research object and the basis for the empirical work developed from questionnaires and interviews.
