Resumo: | This thesis aims to develop an index for monitoring public policies aimed at promoting healthy and sustainable food systems that contribute to food and nutritional security. Initially, a bibliographic survey of the methods of assessing food and nutritional security was carried out, followed by an analysis of how much family agricultural activity is contained in these mechanisms. The second step involved the application of Methodi Ordinatio to survey a bibliographic portfolio on the three central themes of this thesis 'Food and Nutritional Security', 'Rural Development', 'Public Policies'. The next step was the reading of files to survey indicators, descriptors and criteria that would compose the model. It was decided to apply the multicriteria method Simple Additive Weighting - SAW for the indicators calculation. Finally, in order to make it possible to apply the model in the Agroindicator Software, the structure of the model consists of three levels, being: mesoindex, indicator and descriptor. The initial indicator protocol has 3 mesoindices, 20 indicators and 111 descriptors. The elements that make up this index were evaluated by specialists for the insertion of new indicators and/or descriptors and their weighting. With the indicators and descriptors weights attribution, the model was applied in 32 cities in Paraná, selected by the help of the typology of Citizenship Territories and grouped according to their size by number of inhabitants. It was found that, in general, the cities have a satisfactory index, with the mesoindex with the best performance being that of structuring family farming, while the mesoindexes for sustainable production and regular supply had a lower performance. Thereby, it is conclude that the measurement parameters of public policies in sustainable food systems do not consider in depth all the dimensions involved, as well as they do not consider the intermediate element for the operationalization of these policies, which are the municipal managers. In addition, it is concluded that concerns about the FNS situation will still remain among the priorities for political action, as the international, national and state levels bold goals outlined are still far from being fully met. |
