Promoção do acesso ao mundo do trabalho e Política Nacional de Assistência Social: estudo de caso pautado na experiência do município de Curitiba

Resumo: The present dissertation addresses the Brazilian National Social Protection Policy (PNAS) through the study of local productive inclusion programs. The study, whose theoretical justification lies in the complexity of promoting access to work for individuals in situations of social vulnerability/risk, contributes to the analysis and dissemination of local practices. Our qualitative, descriptive and exploratory research traces the evolution of social rights recognition by State worldwide, having citizenship as a transversal theme in the framework of social rights and public policies. The research also contextualizes PNAS into the Democratic Rule of Law, especially as to who is responsible for workforce integration actions. As a case study, basic and special PNAS actions taken in the Municipality of Curitiba from 2016 to 2017 are addressed, the implementation of productive inclusion being analyzed from the municipal executors perspective. For information systematization, data were categorized using Atlas TI software. Despite the importance of productive inclusion actions, the study confirms that their guiding paradigms are still limited and that the continuity of their promotion programs is still uncertain. Moreover, while productive inclusion in Curitiba contributes to local social development, the daily challenges encountered reflect the complex intersectoriality of the articulations involved.
