Resumo: Brazil and Latin America have their social formation markedly by processes of exploitation, domination and social inequality. The present work is a possibility of revision of the notion hegemonic of social inequality, we present a critical view that considers it as an expression of the social question in its con-substantial relations, starting from a "node" between race-class-domination-exploitation of gender. It is from this referential that it was intended to discuss social inequality, including its subjective dimension in the Social Assistance Policy, the light of Socio-Historical Psychology. For that, a documentary research was carried out, analyzing elements on Social Assistance Policy and Social Inequality, present in the Federal Constitution, in the Organic Law of Social Assistance, in the National Policy of Social Assistance, in the Basic Regulation of the Single System of Assistance Social, the I and II Decennial Plan of Social Assistance. In all of the documents, there is a concealment of the relations of domination-exploitation of race, class and gender as mediations for understanding the phenomenon of social inequality and poverty, being translated as social vulnerability, hiding the contradictions of the social question. However, it is worth emphasizing that the advance of legislation and inter-sectoral public services have had important implications for Social Assistance Policy, which since the II Ten-Year Plan, denatured who is the subject served by public policy and proposes to act from the "snip" of gender and race to understand poverty
