Resumo: This dissertation has as main theme gender issues in socio-educational measures in open environment. As a general objective, it was defined: Analyze gender and educational issues based in execution procedures for socio-educational measures for adolescent who committed offending acts in the Municipality of Rio Branco do Sul - Paraná. As specific objectives: map the infractions and socio-educational measures associated with them in relation to their incidence among girls and boys; Identify the adolescent's school situation at the time they committed the offending act as well the application of protective measures concomitant with socio-educational measures; Verify the participation of family members as legal guardians in the process of execution socio-educational measures, and; analyze the procedural situation of adolescents at the time of data collection. This research was delineated as qualitative, exploratory and documentary. The data collection was carried out through the observation of the processes of execution of socio-educational measures that occurred in the Municipality of Rio Branco do Sul – Paraná, in the period of September 2014 and December 2016. For the interpretation of these data, the technique of content analysis was used. The universe of the research was of one hundred adolescents, being twenty five girls and seventy five boys. It has been found that boys committed a greater variety of offending acts than girls. The severity of these acts also differed in the period studied, pointing out records of serious infractions only among boys. Research has shown that the social roles instilled in adolescents and their families directly interfere in the development of these boys and girls as individuals. The gender expressions, education and work relations permeated all the categories studied. Although socio-educational measures are evident in academic studies, this study has shown that there is a need to make aware the subjects of this process, not partially paying attention to them, but in their entirety.
