This research purposed to construct a applience for analyzing the organizational environment with a focus on quality of life, quality of working life and organizational climate. The methodology was characterized as bibliographic, qualitative and descriptive.The main findings are: there is a direct relationship between the instruments surveyed QoL / Qwl / organizational climate in which they are displayed; the new theoretical appliance for organizational environment research involving QoL, Qwl and Organizational Climate, called OE-23 - Organizational Environment (Organizational Environment) has 23 fields and 83 questions with closed answers based on 1-5 Likert scale.It concludes that there is a direct relationship between the surveyed instruments and areas of QoL, Qwl and organizational climate. Therefore, this may be achieved in new theoretical applience for organizational environment research.
