Resumo: | In the first half of the 2000s, public policies (PP) were implemented in Brazil aimed at consolidating the Solidarity Economy (EcoSol) as a strategy for inclusion through the generation of work and income. EcoSol can be understood as a social movement as well as an economic sector. It is formed by groups of people who work for the valorization of work in which the worker and his/her knowledge are the center and not the profit, as well as the full satisfaction of life’s needs and social justice in production. These groups (Solidarity Economic Enterprises, Solidarity Economy Support and Promotion Entities, Government Representatives) work in a network, advise, produce, market goods and services, exchange and organize themselves with the principles of self-management, cooperation, solidarity and care for the environment as the pillars of their action. The objective of this study was to analyze popular participation and dialogue with state representatives in the processes of drafting and implementing public policy on the solidarity economy in Londrina, Paraná. The specific objectives were: to contextualize the process of institutionalization of the State EcoSol PP; to describe the context of the EcoSol PP in the municipality of Londrina; and to analyse how the process of drafting the EcoSol PP in Londrina took place. In order to understand the phenomenon of the relationship between theory and the object of study, various methodological approaches were used. As for the approach to the problem, this research is classified as qualitative, with a descriptive nature in relation to the objectives, with technical procedures of bibliographical research for the theoretical foundation, documentary research for the survey of municipal laws and/or programs that promote EcoSol and a case study with semi-structured interviews for the analysis of the processes of elaboration and implementation of the EcoSol PP in Londrina. The theoretical basis for the data analysis was the field of Science, Technology and Society and Public Policy Cycles. The results of the analysis show that the state and municipal institutionalization processes made progress after EcoSol actors/actresses took action in networks to put pressure on public agents in the political arena. It is also possible to state that the EcoSol movement studied has demonstrated that it acts from the critical perspective of the field of Science, Technology and Society, from the proposal of mechanisms for popular participation, to the development of technological artifacts through social technology, such as the self-managed commercialization process, the articulation of local EcoSol networks, as well as the development of the Municipal Solidarity Economy Policy itself. |
