Resumo: This research emerges from the interest in analyzing how bidding courses and contracts for public management in the distance education (DE) modality, have contributed to the formation and qualification of Bidding and Contracts teams in public administrations. To this end, the objective was to investigate the perception of managers and employees of city halls in the municipalities of the States of Piauí, Ceará and Maranhão regarding Distance Education as a modality of training in public bidding and contracts, as the transparency of public administration is effective through the access of the public. citizen to government information that, today, gained strength in the context of New Digital Technologies of Information and Communication (DICT), above all, in the case of bidding and contracts signed by public agencies. The courses formulated through the EaD Corporativa platform provide an intelligent alternative for public and private management to use an interactive educational environment that provides the training and / or qualification of its professionals. This dissertation is of an applied nature, through a qualitative approach, with objectives that involve an exploratory and descriptive study. As for technical procedures, this research is a case study developed by field, documentary and bibliographic research.. Documentary research was used to describe the context of corporate education and the experience of the organizations surveyed with this strategy, in which the perceptions of public managers and professionals working in the area of bidding were analyzed. The data survey was based on primary and secondary sources, where the cities of the States of Piauí, Maranhão and Ceará were chosen (Luís Correia-PI, Ilha Grande-PI, Parnaíba-PI, Camocim-CE, Jijoca de Jericoacoara-CE, Chaval-CE, Paulino Neves-MA and Araioses-MA) to carry out the research. Data were collected through a semi-structured questionnaire, with closed and open questions. The result of the questionnaires was based on the content analysis technique. A bibliographic search was carried out on the CAPES journals portal, in the period 2016-2020, of articles related to Corporate Distance Education, as well as, on the subject of public bidding and contracts. The purpose of this research was to appropriate the state of the art on the subject. We also opted for participant observation and the survey was adopted as a research method. According to the analysis of the results, it was possible to conclude that in relation to the gender issue, women have sought the distance education modality for professional training more frequently than men. The data suggest that professionals under the age of 36 years choose to use DICT in distance learning as a tool for professional improvement. Regarding the perception of the use of education in the distance education modality in bidding and contracts, the respondents consider it a positive experience. It is also suggested a greater participation of public managers and teams that form the bidding commissions to participate in courses in the aforementioned area, as transparency and efficiency in public management require constant professional updating.
