This dissertation is the result of the research that covered the period 2016-2020, context of economic, political and institutional crisis, in which the New Fiscal Regime was approved in the country. It was supposed that the New Fiscal Regime, by freezing the Budget of the Social Security of the Union for 20 years, increases the dismantling of the Social Assistance Policy, social protection actions and the PBF, object of study. The question that led the research: To what extent does the process of dismantling the social protection implemented by the Program take place, as a result of the implementation of the New Tax Regime? The general objective: To apprehend and analyze the meaning(s) of the Program in conjuncture of dismantling the social state. The specific objectives: to analyse the extent to which tax reform affects the program and the beneficiary families and to identify changes in the format of the program. This is a qualitative, bibliographic and documentary research, with a critical approach in the light of the Marxist historical reference. As a result of the study, effects were found in the form of setbacks in the social security budget, as it implemented a 20-year spending freeze, in a growing process of dismantling social protection; positive and negative changes expressed in its legislation were found. There were trends in its maintenance although, contradictorily, it is always threatened with extinction, of alteration. The relevance of the study was justified by contributing to the updating of the debate on the PBF. |
